EU Citizen Relative’s Residence Card
The non-EU family members of citizens of a Member State of the European Union, of another State party to the Agreement on the European Economic Area, or Switzerland who are going to reside in the territory of Spain for a period exceeding three months are required to apply for the Family Card of a Union Citizen.
Requirements
The EU/EEA/Swiss citizen must meet these two conditions:
🇪🇺 Must be a national of one of the following countries:
EU: Germany, Austria, Belgium, Bulgaria, Cyprus, Croatia, Denmark, Slovakia, Slovenia, Spain, Estonia, Finland, France, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Czech Republic, Romania, Sweden.
EEA: Iceland, Liechtenstein, Norway.
Switzerland.
🧩 Must be in any of these situations in Spain:
Be an employed worker in Spain, or
Be a self-employed worker in Spain, or
Not be a worker, or
Be a student.
The family member of the EU/EEA/Swiss citizen must meet these two requirements:
🌎 Must be a national of a third country.
🔗 Must accompany or reunite with a citizen of the Union or another State party to the European Economic Area or Switzerland who is in a situation of employed work, self-employed, non-worker, or student in Spain.
🏠 Family members from outside the EU who can apply for this card can be, in the case of employed worker, self-employed, non-worker, or student:
Spouse.
Registered partner in a public register established in a Member State of the EU/EEA/Switzerland.
Unregistered partner, as long as a marital cohabitation of at least one continuous year or having common offspring can be accredited.
Child of the EU citizen or their spouse or registered partner, under 21 years old, incapacitated or over 21 years old (if dependent).
Any family member who is dependent or living with the EU/EEA/Swiss citizen in their country of origin.
Any family member who, due to serious health reasons or disability, requires the EU/EEA/Swiss citizen to take care of him/her.
➕ Family members from outside the EU who can apply for this card also be, in the case of employed worker, self-employed, or non-worker:
Parents of the EU/EEA/Swiss citizen or of their spouse or registered partner, who are dependent on them ("a cargo").

The EU/EEA/Swiss citizen supports the family member financially in the country of origin.
The economic dependency has been continuous during the year immediately prior to the application.
It must be demonstrated that funds have been transferred or expenses have been paid for amounts, at least, equivalent to 51% of the per capita GDP, annually, to the country of origin, according to data published by the World Bank.

General Requirements

🪪 Passport or valid and current national identity document of the EU/EEA/Swiss citizen. In case it is expired, a copy of this and the renewal application must be provided.
👤 Certificate of registration of the EU/EEA/Swiss citizen (i.e. green NIE)
🪪 Passport or valid and current national identity document of the relative.
🔗 Supporting documentation of the existence of a family link with the EU/EEA/Swiss relative or evidence of unregistered partnership.
Specific Requirements
💼 In the case of being an employee:
Depending on the situation of the worker, they must provide the following documentation:
Documentation proving employment as an employee. Any of these three documents may be submitted:
Employer hiring declaration or certificate of employment.
Employment contract registered with the Public Employment Service, or notification of hiring and its conditions through the Contrat@ platform.
Document of registration or situation equivalent to registration in the corresponding Social Security regime or consent for the verification of data in the files of the General Treasury of the Social Security.
Documentation proving employment as an employee in a UE company posted to Spain. Any of these three documents may be submitted:
Copy of the employment contract with the home company.
Copy of the last three payslips.
Certificate of coverage (A.1) proving that the interested person maintains their contributions to Social Security in the country of origin.
Certificate/form E-106/S.1 proving that they have the right to Spanish healthcare during their transfer to Spain.
🧑🏻💻 In the case of being self-employed:
Documentation proving self-employment. Any of these three documents may be submitted:
Registration in the Economic Activities Census.
Justification of establishment through registration in the Mercantile Registry.
Document of registration or situation equivalent to registration in the corresponding Social Security regime, or consent for the verification of data in the files of the General Treasury of the Social Security or the Tax Agency.
☀️ In the case of not engaging in professional activity:
The following two documents must be provided:
Health insurance: you must have public or private insurance, with coverage in Spain, there are three options:
Public health insurance in Spain as a beneficiary of the Spanish National Health System.
Public health insurance in another country that provides full coverage in Spain (common case for pensioners providing certification of having healthcare covered by the Member State from which they receive a pension).
Private health insurance contracted with a Spanish insurance entity or authorised to operate in Spain that provides full coverage in Spain.
Financial means: Documentation proving that you have sufficient resources for yourself and for your family members for the period of residence in Spain.
🧑🏼🎓 In the case of being a student:
Depending on the situation of the student, they must provide the following documentation:
Proof of participation in an EU exchange program (e.g. Erasmus); it will be sufficient to provide documentation proving such participation.
In any other case, you will need to provide these three documents mandatorily:
Enrolment in a public or private educational center recognised or funded by the competent educational authority.
Health insurance: you must have public or private insurance, with coverage in Spain, there are three options:
Public health insurance in Spain as a beneficiary of the Spanish National Health System.
Public health insurance in another country that provides full coverage in Spain (common case for Europeans with the European Health Card from their Member State).
Private health insurance contracted with a Spanish insurance entity or authorised to operate in Spain that provides full coverage in Spain.
Financial means: affidavit / sworn declaration that you have sufficient resources for yourself and for your family members for the period of residence in Spain.

Documentation proving cohabitation in the country of origin for at least two years with the EU/EEA/Switzerland citizen.
Documentation proving that the family member suffers from serious health issues or disability.
Documentation proving the condition that the EU/EEA/Switzerland citizen meets.
