European Union Citizen Registration Certificate (CUE)

🫱🏼‍🫲🏾 If you are an employee in Spain:

• Proof of employment as an employee. You may provide any of these three documents:

  • Employer hiring declaration or certificate of employment.

  • Employment contract registered with the Public Employment Service, or notification of hiring and its conditions through the Contrat@ platform.

  • Document of registration or situation equivalent to registration in the corresponding Social Security regime or consent for the verification of data in the files of the General Treasury of the Social Security.

• Proof of employment as an employee in a EU company transferred to Spain. You may provide any of the following documents:

  • Copy of the employment contract with the home company.

  • Copy of the last three payslips.

  • Certificate of coverage (A.1) proving that the interested person maintains their contributions to Social Security in the country of origin.

  • Certificate/form E-106/S.1 proving that they have the right to Spanish healthcare during their transfer to Spain.

🧑🏻‍💼 If you are self-employed in Spain:

• Proof of self-employment. You may provide any of these three documents:

  • Registration in the Economic Activities Census.

  • Justification of establishment through registration in the Mercantile Registry.

  • Document of registration or situation equivalent to registration in the corresponding Social Security regime, or consent for the verification of data in the files of the General Treasury of the Social Security or the Tax Agency.

☀️ If the work activity is not exercised in Spain:

The following two documents must be provided:

• Health insurance: you must have public or private insurance, with coverage in Spain, there are three options:

  1. Public health insurance in Spain as a beneficiary of the Spanish National Health System.

  2. Public health insurance in another country that provides full coverage in Spain (common case for pensioners providing certification of having healthcare covered by the Member State from which they receive a pension).

  3. Private health insurance contracted with a Spanish insurance entity or authorised to operate in Spain that provides full coverage in Spain.

• Financial means: Documentation proving that you have sufficient resources for yourself and for your family members for the period of residence in Spain.

🎓 If you are a student:

Depending on the student's situation:

1. Proof of participation in an EU exchange program (e.g. Erasmus); it will be sufficient to provide documentation proving such participation.

2. In any other case, you will need to provide these three documents mandatorily:

   • Enrolment in a public or private educational center recognised or funded by the competent educational authority.

   • Health insurance: you must have public or private insurance, with coverage in Spain, there are three options:

     1. Public health insurance in Spain as a beneficiary of the Spanish National Health System.

     2. Public health insurance in another country that provides full coverage in Spain (common case for Europeans with the European Health Card from their Member State).

     3. Private health insurance contracted with a Spanish insurance entity or authorised to operate in Spain that provides full coverage in Spain.

   • Financial means: affidavit / sworn declaration that you have sufficient resources for yourself and for your family members for the period of residence in Spain.

👪🏼 If you are a national of a Member State and a family member accompanying or reuniting with a citizen of the European Union or Iceland, Liechtenstein, Norway, Switzerland:

The following documents must be provided mandatorily:

• Certificate of family relationship: legalised, if applicable, documentation proving the family relationship with the EU citizen.

• Financial means: documentation proving economic dependence.

• Additional documentation of the "main" family member:

  • Documentation proving that the family member is employed.

  • Documentation proving that the family member is self-employed.

  • Documentation proving that the family member is not engaged in a profitable activity, that is, the public or private health insurance and documentation proving their economic resources.

  • Documentation proving that the family member is a student, that is, participation in an EU exchange program, or proof of studies, public or private health insurance and the responsible declaration signed by the student that they possess sufficient economic resources for themselves, and, where applicable, for their family members.
